Job summary

Leading and Managing the Payroll & Benefits Team ensuring the timely and accurate management of all Payroll, Pension and Benefits processing across the number of Business Units that the department serves.

Main Responsibilities



Managing the process, systems and team responsible for 10 separate payrolls (shared service approach)

  • 3 x Weekly Payroll
  • 5 x Monthly Payrolls
  • Covering 6,000 employees of which 4,500 are paid weekly
  • Managing an in-house Team of 7 covering Payroll, Pensions and Benefits
  • Ensure all HMRC, RTI and other Statutory reporting deadlines are met, providing the primary HMRC liaison on all PAYE and related matters 
  • Ensure all new legislation and government requirements are met including existing and new company reporting requirements (eg Gender Pay Gap) and Holiday Pay calculation changes
  • Employee Company Expenses processing including compliance and guidance on legislation
  • Managing regular reporting to HMRC including RTi files and calculation and agreement of PAYE payments
  • Ensuring all Tax Year End procedures are run including P60, P11D & PSA processing
  • Providing support to Operations and Engineering on Payroll Matters
  • Implementing detailed annual pay review changes that involve changes applied to the various elements of pay (basic, overtime, unsocial hours, holiday etc)
  • Ensuring compliance with Working Time Directive and flagging to Senior Management potential breaches of regulations
  • Ensuring compliance and updating of SOPs for all payrolls and cross trained staff on full payroll cycle from start to finish
  • TUPE transfer T&Cs’ setup, testing and implementation
  • Processing of CSA and AEO deductions
  • Participation and leadership on projects to continuously improve current systems; new elements setup, AutoEnrolment assessment and implementation and Trapeze (Time & Attendance)potential for widening the existing shared centre approach.
  • Ensuring clear communication and interface with other departments and business units in meeting business requirements (MDs, HR, Operations, Engineering, Service Delivery)
  • Support to Finance Department in meeting month end reporting requirements and all Payroll Accounts Reconciliations

Pension & Benefits Administration

  • Administration of 3 Private Healthcare schemes, DIS, GIP, C2W, CCV, Gym & Credit Union memberships
  • Defined Benefit Schemes:
  • Metroline has two closed defined benefit schemes with this role acting as chief administrator working alongside a Pension Benefits Advisor.
  • Working with our retained Actuarial Company ensuring compliance with Statutory Accounts Reporting (IAS 19) and Triennial Reviews required by Pension Fund Trustees.
  • Defined Contribution Schemes:
  • Managing auto-enrolment process and multiple defined contribution schemes covering Metroline and other company employees
  • Administration and negotiation of Employee Benefits including Private Health, Critical Illness and Death in Service Policies – supported by our Brokers and Benefits Manager
  • Benefit renewal negotiations

Essential Criteria

  • CIPP Qualification
  • Computer literate ideally on Oracle Payroll or an alternative ERP package, together with time and attendance systems that are used for variable and shift pay patterns along with Microsoft Windows, Excel & Word;
  • Advanced knowledge data analysis tools such as VlookUps;
  • Experience of working in a heavily unionised work environment
  • Self motivated with an ability to work unsupervised;
  • Good training skills;
  • Experience with managing a team and instituting change and a continuous improvement plans

Hours of work

38 hours per week, Monday to Friday
